Advancing Good Citizenship through Volunteerism
HEaL refers to the programs for basic services that Governor ED Panlilio intends
to address in his first 100 days in office with rapid high impact projects.  PamagCUSA  
will assist in drumming up support from the private sector, specifically, overseas
Kapampangans.

As a short term project, PamagCUSA, through an information campaign with a fund
raising initiative, will lend financial support to education-related projects.

HEALTH
Gov ED Panlilio and his staff had already visited the provincial (1) and district
hospitals (9) in Pampanga. The renovation of dilapidated hospital facilities and access
by the poor to free medicines and medical services are top priorities in health.

EDUCATION
Gov ED Panlilio has committed to "5775", a national, multi-sectoral campaign to
reverse the education crisis.  5775 symbolizes the goal of reversing the mean
percentage score of Grade 6 students from 57 to 75.  75 is the beginning of Mastery
Level, the symbol of having emerged from the crisis.  In addition, the campaign
encourages private sector initiatives in public education

.  The following areas will be addressed:

RETENTION.  In-school feeding for children identified as likely to drop out due to
poor health and/or nutrition.

COMPREHENSION. Provide Reading workbooks to fill the instructional gap.

ACHIEVEMENT. Provide math and science workbooks to fill the instructional gap

Also, there are other schools that are in need of chairs, teachers' table, toilets and
additional classrooms or classroom repairs.  Click the thumbnails below to see the

LIVELIHOOD
Before he became governor, Among Gov was well known as head of the
micro-finance cooperative Talete King Panyulung ning Kapampangan (TKPK).  TKPK
has helped thousands of housemakers in Pampanga through its Grameen-type credit
facility.

In his inaugural speech, Among Gov said:  "...I have been involved in micro financing
all my life as a priest. Through this means we will fund programs to give opportunities
for our jobless and poor people the means to earn a living. We will conduct seminars,
programs, training and other necessary assistance that will give our poor the dignity
they deserve." (translated from Kapampangan)

Related to this, the Civil Society Core Group in Pampanga is also identifying potential
livelihood programs that can be undertaken by the private sector.  PamagCUSA
intends to support a livelihood program as part of its long term objective.
