According to the United Nations Economic and Social Commission for Asia and the Pacific
(ESCAP), Good Governance is described as having“…8 major characteristics. It is
participatory, consensus oriented, accountable, transparent, responsive, effective and
efficient, equitable and inclusive and follows the rule of law. It assures that corruption is
minimized, the views of minorities are taken into account and that the voices of the most
vulnerable in society are heard in decision-making. It is also responsive to the present and
future needs of society.” There is much work to do in order to achieve these characteristics
at home.

At FilipinoVillage.com, we are happy to provide the medium for all Filipinos worldwide to
share any content to achieve these goals.  We believe that the extraordinary strength of the
citizens of the Philippines, the guidance from the Lord and the leadership of groups such as
PamagCUSA will make this possible, sooner as opposed to later.

Filipino United Network. The Filipino United Network (USA) and PamagCUSA, the
Pampangan Crusaders, USA, Advancing Good Citizenship through Volunteerism, espouse
the same noble vision and goals for our people and our country. We both share the undying
faith in the Filipino and the hope for the Philippines as a nation.

The dark shadows of graft and corruption in our government and the resultant suffering of
our countless poor people who are languishing in abject poverty are the source of our
inspiration and  challenge in this battle we both have chosen to fight.

The Pampanga Experiment of Miracle Governor Among Ed Panlilio in honesty, transparency,
and accountability in government, and its application in the rest of the provinces, cities and
towns in the country is a dream and a mission for our two organizations.

Among Ed had inspired the launching last year by the Filipino United  Network (USA) of its
Dollar Moral Crusade Against Graft and Corruption in the Philippines, which has touched
the heart, soul, and spirit of countless Filipinos overseas and at home. This movement is
gaining momentum, and so with the laudable campaign of PamagCUSA.

As partners, with love of country as their bond, PamagCUSA and the Filipino United Network
(USA) will soar with the  Philippine Eagles in realizing a greater Philippines, a nobler and
prouder Filipino people, standing tall with dignity and pride of our national heritage among
the peoples and nations of the world.

FALCON Advocacy.  While FALCON (Filipino American Leadership Council) was born as a
result of an outrage brought about by a demeaning racial slur in that infamous Desperate
Housewives Fall of 2007 episode, the coalition of leaders of Filipino-American
organizations has evolved into an advocacy that is in search of the holy grail of unity in and
empowerment of the Filipino-American community.  This is made possible by the realization
that together, we can be strong and united we can be heard as one voice echoing the
concerns and needs of our community.  I am glad to find out that our quest is not a lonely
one and that the majority of Filipinos long for the same thing both here and in our native
land.  It is by partnering with organizations like PamagCUSA that we can all realize our
elusive dreams and nurture them into a reality that will lift our kabalens and kababayans
from the quagmire of financial and political poverty into a nation worthy of respect in the
international community.  While our passion and individual efforts can serve as a catalyst for
change, it is only through good and responsible governance that we can sustain  the
wonderful efforts that we have already begun.  Mabuhay ang Pilipinas at mabuhay tayong
lahat!

ACADEMIA NING AMANUNG SISUAN, INTL. The Academia Ning Amanung Sisuan (ANASI), in
its effort to preserve and promote Kapampangan culture, notably the language, has teamed
up with other orgnizations under the auspices of PamagCUSA, which is headquartered in L.
A. It advocates the belief that a good Kapampangan is culturally-minded, and is proud of his
ethnic identity. ANASI wants to make us know that our language is the nucleus of our culture
and that without it, we would lose our inherent identity. As such, it is incumbent upon us to
keep it alive by not letting it get drowned or marginalized in its own domain by the national
language or any other language.

The Aguman Capampangan Northwest USA
(ACNU) fully supports PamagCUSA's goal of helping our cabalens in Pampanga.  As an
organization that regularly sponsors medical missions in various Capampangan
communities, ACNU is partnering with PamagCUSA so our efforts are properly coordinated
and insure that the intended beneficiaries of our projects are served.

AYALA FOUNDATION USA (AF-USA) congratulates PamagCUSA in its noble endeavor in
rallying Pampagueños in the US help uplift and bring back the glory of Pampanga through
volunteerism and good citizenship. Your organization inspires Kapampangans and non-
Kapampangans alike, to uphold the vision of Governor “Among Ed” Panlilio for a more
progressive Pampanga.

AF-USA, a registered 501 (c)3 public charity, provides US-based Filipinos with opportunities
to help their kababayans in the homeland. It actively supports GILAS (Gearing up Internet
Literacy and Access for Students), a multi-sectoral initiative that aims to place computer
labs with Internet access on ALL 6,030 public high schools in the Philippines, including
Pampanga. The GILAS project bridges the education gap among the Filipino youth by
providing them with supplemental learning materials readily available on the Internet. With
GILAS, AF-USA hopes to open a window of opportunity to countless educational resources
that the youth of Pampanga can benefit from. To date, more than 1,500 Philippine public
high schools have Internet access benefiting around 750,000 students around the country.

Together, AF-USA and PamagCUSA will work towards generating support from US-based
Kapampangans to afford residents of Pampanga better quality of life.

BETISENIAN of  SOUTHERN CALIFORNIA.  The Betisenian of California, US and other
Betisenians overseas are one in congratulating the formation of PamagCUSA with it noble
purpose of helping Among Ed attain his goals.  We will help in efforts to regain the true spirit
of the Kapampangans to its real glory.  The Betisenians are inviting other groups of
Kapampangans, especially the big town clubs to start thinking of donating their resources
and their talents through PamagCUSA.

GILAS (Gearing up Internet Literacy and Access for Students) - as a project under Ayala
Foundation-USA, we seek to bring Pampanga closer to an information-literate society by
connecting all of its public high schools to the internet.  With PamagCUSA's efforts to
support projects related to education and eventually good citizenship, we at GILAS believe
that our goals and aspirations are very much in common that our partnership to support and
promote each other is inevitable.

One man’s miraculous victory is the province, perhaps
the country’s answer to a long-standing heed for real and true change. The crusade for
moral ascendancy in the face of traditional politics sparked by Among Ed T. Panlilio’s
gubernatorial win lighted a renewed sense of hope for thousands of Kapampangans and
Filipinos here and abroad. The immanent nature of goodness is now planted and is
infectiously working its way into people, one person at a time. The wounds of the past are
healing. Change is imminent. We who are sticking to the ideals of the crusade live it and
embrace it.

Congratulations to the courageous men and women making up the Pampanga Crusaders,
USA or PamagCUSA. The group is proof positive that geographical distance is no hindrance
to those who have conviction, devotion and commitment in advocating the battle cries of the
crusade. You are our counterpart to the philosophies defining “good and responsible
citizenship”. While we have a leader promoting “Good Governance”, we at Kapampangan
Marangal Inc, representing the multitudes comprising the greater constituency of
Pampanga’s Civil Society will actively manifest “Responsible Citizenship” through
accountability, effective and efficient action, transparency and participatory functions. We put
our elective leaders into power. Therefore, it only follows that we take the responsibility in
owning the participatory tasks that go with it.
